우버, "서울시민 세금을 왜 우버를 막는데 쓰는가"

우버(UBER)가 서울시 교통위원회의 조례안에 대해 반발하고 나섰다. 우버는 일반인들이 자신의 자동차를 공유하는 서비스로 택시 서비스와 유사하다는 점에서 택시 업계의 반발을 사고 있다. 우버는 또 미국 샌프란시스코를 본거지로 하고 있는 서비스여서 한미 FTA를 전면에 내세우기도 했다.

우버는 자료에서 '서울시가 공유경제나 외국 투자자를 유치하려는 노력에 상반된 움직임을 보이고 있으며, 이는 한미FTA에 위배되는 것'이라고 주장했다. 

또, 우버는 아시아 총괄대표 알렌펜의 의견을 통해 '서울 시민의 세금을 우버를 막기 위한 '신고포상제'에 사용한다는 것은 어불성설'이라며 '서울 시민의 의견을 담지 않은 조례안'이라고 주장 했다. 또 '이 조례안을 통과 시킨것은 택시 조합의 압력에 굴복한 것'이라고 강력히 비난했다. 

알렌펜은 끝으로 '서비스를 시작한 이래 택시 업계에 부정적인 영향을 끼친바가 없고 불필요한 대립을 중단해야 한다'고 주장했다. 

아래는 우버의 입장 전문.

당사 우버는 서울시 교통위원회의 신고포상제 관련 조례안이 통과되고, 당사 서비스에 대한 신고포상제 시행을 위해 19일 상기조례가 본회의에 상정된다는 결정에 실망스러움을 금치 못하고 있습니다. 

당사는 서울시의 공유경제 정책과 외국 투자자를 유치하려는 노력, 그리고 당사와 유사한 서비스에 대한 서울시의 적극적 지원 (투자)과는 상반되는 이번 조례안에 대해 서울시의회가 거부할 것을 촉구하는 바입니다. 

또한 이와 같은 위협적인 움직임은 한미 자유무역협정에 위반되는 것이기도 합니다. 

우버 아시아 지역 총괄 대표, 알렌 펜(Allen Penn)은 “서울시민의 세금을 당사에 대항하기 위한 신고포상제에 담보하는 것은 어불성설”이라며, “서울은 최첨단 공유경제 도시로 알려져 있고, 이는 당사가 아시아 진출 시 서울을 최우선시 했던 이유기도 합니다” 고 말했습니다. 

“이번 조례안이 얼마나 서울시민의 이해를 담아 낸 것인지 의문입니다. 오히려 이번 결정이 서울시 관계자들이 경쟁업체와의 전쟁을 선포한 택시 조합의 압력에 굴복하는 것으로 밖에 보여지지 않습니다” 고 덧붙였습니다. 

택시조합은 시장을 빼앗긴 희생양으로서의 모습을 취하면서, 다른 한편으로 강력한 로비를 통해 한국 정부의 정치인들이 우버를 퇴출시키도록 위협하는 모순된 태도를 보이고 있습니다.

당사는 택시 조합측이 주장하는 전제가 사실이 아니며, 실제로도 당사가 서울에 진출한 지난해 여름 이후 택시 운영 및 비즈니스에 그 어떠한 부정적인 영향을 끼치지 않았다는 점을 분명히 하고 싶습니다.   

현재 진행 중에 있는 규제로 인한 위협적인 상황에도 불구하고, 당사는 택시 기사들과 리무진 회사, 라이드쉐어링 운전자들과 협력하여 어플리케이션 플랫폼을 지속적으로 제공할 것입니다. 아울러, 당사의 서비스가 서울시민과 운전자, 그리고 도시에 가치를 제공한다고 믿고 있습니다. 

“우버는 이번 사안과 관련된 모든 관계자들이 불필요한 대립을 중단하고, 서울시민이 누려야 할 서비스를 제공하는 것에 뜻을 같이하여 성숙한 시각으로 접근할 것을 요청 드리고 싶습니다” 고 알렌 펜 아시아 지역 총괄 대표는 전했습니다.

UBER STATEMENT IN RESPONSE TO SEOUL WHISTLEBLOWER ORDINANCE

SEOUL, Dec 18 – Uber Technologies is very disappointed that the Transportation Committee of Seoul Metropolitan Government has forwarded a draft ordinance to the Seoul City Council for approval tomorrow, rewarding citizens for reporting on Uber services in Seoul. 

We urge the Council to reject this ordinance on the grounds that it contradicts the city’s sharing economy policies, undermines the city’s efforts to attract foreign investors, discriminating against Uber while the City actively supports (and invests in) companies offering similar services.

In addition, this predatory move may represent a breach of the Korea-US Free Trade Agreement.

“Using taxpayer money to pay anti-Uber informants doesn’t make sense,” said Allen Penn, the Hong Kong- based head of Asia Operations for Uber. “Seoul is a renowned high-tech, and sharing economy city. That was why it was chosen as one of our first cities in Asia for Uber.”

“I cannot see how this ordinance serves the interests of Seoul citizens. It leads us to question that the City’s officials are bowing to pressure from taxi associations which have declared war on competitors,” he added.

Uber considers it disingenuous for the powerful taxi lobby on one hand to posture as a poor victim whose business is being eroded, while on the other hand threatening to exercise its considerable power against national and local politicians, encouraging them to close Uber down. 

We consider the whole premise of their argument to be false: The fact of the matter is that Uber’s business in Korea has had no negative impact on taxi operations in Seoul since it started operations in the summer of 2013. 

Despite the threat posed by the regulation that is under consideration, Uber will continue to provide its mobile application in cooperation with taxi drivers as well as with limousine and ridesharing drivers. We believe this service is of value to citizens, drivers, and the community.

“We would like to call upon all parties to stop the unnecessary confrontation and approach this issue in a mature manner with a view to providing the kind of service that the citizens of Seoul deserve,” Mr. Penn said.
